Under article 4.2
, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The International Labour Organization (ILO) is implementing a four years U.S. Department of Labor project on improving compliance with international standards and acceptable conditions of work (ACW) in the Republic of Kenya. The project falls under the technical responsibility of the ILO Labour Administration, Labour Inspection and Occupational Safety and Health (LABADMIN/OSH) Branch, and the Labour Law and Reform Unit (LABOURLAW).
Project outcomes include:ÂIncreased government effectiveness in improving compliance with international labour standards and ACWâincluding through, but not limited to, improved compliance with Kenyan laws related to and consistent with those standards and conditions, and technical assistance as requested with reforming laws that are inconsistent with those standards and conditions.Â Increased employersâ actions to improve compliance with international labour standards, ACW, and Kenyan laws related to and consistent with those standards and conditions.Â Increased engagement of civil society organizations, including workersâ organizations, with government and employers to improve compliance with international labour standards, ACW, and Kenyan laws related to and consistent with those standards and conditions.
The Project is seeking to recruit a Senior Driver Position located in the Project Office in Nairobi, which is under the ILO Country Office (CO) for East Africa Dar Es Salaam and working closely with the ILO Decent Work Technical Support Team for Eastern and Southern Africa (DWT-Pretoria). The ILO Office for East Africa covering the countries of Tanzania, Kenya, Uganda, Rwanda and Burundi works with the member states governments, social partners â workers and employers organizations to enhance freedom of association, social dialogue, entrepreneurship, skills development, ending child labour, among others. The Office also supports technical cooperation projects in a number of areas related to its mandate in close collaboration with the umbrella organizations for employers and workers.
As a team member, the incumbent provides reliable and safe driving services to the Office Director and other officials and visitors ensuring the highest standards of discretion and integrity and sense of responsibility. The incumbent is accountable for arranging airport VIP and protocol services and customs clearances when receiving high-level delegations. The incumbent may be required to carry out certain messenger functions and clerical support services. The incumbent is required to plan and organise workload while remaining aware of changing priorities and competing deadlines, and shift from one task to another to meet multiple support needs. Work affects the delivery of mail and pouch and transportation services of the Office.
The incumbent operates with some operational independence in carrying out assignments and supervision focuses on the successful achievement of assignments. The incumbent does not receive guidance on the technical aspects of the duties but does receive procedural and day-to-day operational supervision.
The Senior Driver will work under the direct supervision of the National Project Coordinator - Kenya to ensure that work is coordinated and integrated with related services and completed within processing timelines.Â The Senior Driver position is located in Nairobi and will assist on the implementation of the project.Â
