Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has a country’s cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC Africa Region, through the Health and Disaster Climate Crisis Department plays a crucial role in support of 48 African National Societies in health, disasters and climate crisis, as well as fostering community resilience. Policies and procedures generated by the HDCC department, the Africa agenda for renewal and the pan-African initiatives provide a framework to the 15 IFRC delegations across the region to extend its support to Africa National Societies in a coherent manner.
Senior Officer will report to the Manager, Operations Excellence or and it’s part of the regional IM team based in Africa Region, within the Disaster Preparedness and Response unit in the Health, Disaster, Crisis and Climate department. The IFRC Africa Information Management (IM) team advises and performs data collection, management, analysis, and visualization, primarily for strategic and operational decision-making and strengthens IM capacity in African National Societies.
Job Purpose
The primary task of the Senior Officer, Operations Quality and Delivery, is to support the Operations Excellence team in data collection, consolidation, validation, analysis and visualization efforts with focus on quality control, as per existing and new IFRC tools – ERF, early warning tracking system. This includes all actions from coordination of inputs, setting up data collection tools, workflow, and process monitoring to developing data quality analysis.
As a responsibility the Senior Officer will support the operation team in setting up the data systems and quality control for IFRC’s Africa Region operations or any other major emergency in the Africa region requiring a data system setup. This involves Federation-wide collection, validation, analysis, and visualization of financial and programmatic data.
The Senior Officer will ensure that data informs operational decision-making, highlights successes and gaps, and supports the global communication and positioning of the IFRC network.
The Senior Officer will collaborate with the wider Information Management and PMER colleagues in the Africa Region, IFRC country and country cluster delegations, as well as National Societies, to enhance and maintain minimum standards of Federation-wide data quality.
The Senior Officer will report to the Manager, Operations Excellence and will have a technical line management relationship with the Regional Information Management Delegate.
Job Duties And Responsibilities
System Development and Optimization:
- Assist in the development and set-up of data collection, consolidation, analysis, visualization and reporting tools and processes for emergency operations, including Federation-wide.
- Ensure quality control over the system and processes and support the compliance of team members with the established tools and methodologies.
- Contributing to IFRC Delegations and NS capacity building in data collection and monitoring of response efforts by supporting National Societies in their own data management process and ensuring a higher data quality overall.
Data Collection And Validation
- Support the data collection and validation process for the emergency operation and programmes.
- In coordination with the regional M&E focal point and in-country PMER, support IFRC and National Societies to contribute to the development and improvement of data collection tools and methodologies, as well as monthly KPI reports.
- Lead the initial briefing, review, and feedback sessions for the data collection tools and methodologies in emergency operations.
Data Analysis, Visualization, And Reporting
- Analyze the data collected for the emergency operation and programmes.
- Support the data visualization efforts and respond to additional data analysis requests.
- Maintain quality control of the data pipelines and regularly update operational dashboards.
Data Protection, Responsibility, And Accountability
- Promote accountability in data processing and management.
- Ensure responsible processing of data using ethical standards and data protection principles.
- Support efforts to increase the usability of data for decision making and accountability to stakeholders.

- Abide by and work in accordance with the Red Cross and Red Crescent principles.
- Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Education
- Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc. Required.
- Post-graduate qualification in economics, statistics or data science. Preferred.
- Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience. Preferred.
Experience
- Demonstrated work experience (3+ years) especially working on large scale data collection, management, analysis and visualization and delivering on targets successfully. Required.
- Strong background in the management of quantitative and qualitative data for the humanitarian sector. Required.
- 3 or more years’ experience working for the RCRC Movement. Preferred.
- Experience in NS capacity strengthening. Preferred.
- Experience working in an emergency response context. Preferred.
Knowledge, Skills and Languages
- Highly developed research and analytical skills, including report writing and presentations. Required.
- Confident in using advanced functions of Excel, Tableau / Power BI, and Kobo Toolbox. Other data analysis, visualization, and mapping tools would be a plus (e.g. Stata, R, Python, D3, CARTO, QGIS). Required.
- Experience with designing and using IM and PMER concepts, tools, and best practices. Preferred.
- Excellent communication, organizational and presentation skills in English. Required.
