ABOUT THE COMPANY
GIZ, the German Gesellschaft für Internationale Zusammenarbeit GmbH, provides services in the field of international technical cooperation worldwide. In Kenya, it has been active since 1964, and up to now implements programs in a wide variety of areas, including economic development, green energy and water, governance, food security, and peace and security. The German Federal Ministry for Economic Cooperation and Development (BMZ) is GIZ’s main commissioning party. However, GIZ as well works closely with the private sector, fostering successful interaction between development policy and foreign trade.
JOB SUMMARY
The holder of this position requires strong, interpersonal and communication skills. The person has to be able to interact with a wide diversity of stakeholders. She/he should be able to effectively interact with governmental institutions, with various regional, national and international institutions and development partner projects at different hierarchical levels. Next to the work at project level, he/she interacts with the agriculture and rural development cluster of GIZ Kenya.The Senior Technical Advisor is responsible for the operational management of the following projects’ measures and activities:Sustainable Agricultural Systems and Policies AgSys – coordination and implementation of Output Area 4 with a particular focus on sustainable financing, including support to the mobilization of both public and private finance for the agricultural sector in Kenya, in alignment with the Kampala CAADP Declaration.FO-Hub East Africa – overseeing the technical and financial operations of the East Africa Famer Organization Hub with a particular focus on the contribution of FOs to regional and global policy processes, incl. the Kampala CAADP Agenda.Knowledge& Policy Coherence for Nutrition (KPCN) – overseeing the operations of the Anglophone East Africa Hub with a particular focus on national policy processes and alignment with the implementation of the Kampala CAADP Declaration.
RESPONSIBILITIES
Responsibilities1. Management tasksFinancial and organizational management of the assigned components (AgSys Output 4, FO-Hub and KPCN).Disciplinary supervision for technical and administrative project staff.Deputy project management in the absence of the project manager.Represent the project in relevant events (workshops, conferences, trainings, stakeholder meetings, etc.) of the cooperation system in Western Kenya and beyondLiaise with government bodies and political actors.Oversee mainstreaming of cross-cutting issues into project planning, decision making and implementation e.g. climate change, inclusion of gender and youth, etc.Contribution to the overall strategy development of the Agricultural Cluster as part of the Cluster Management Team.2. Technical tasksOversee planning and implementation of the project activities under the assigned project components ((AgSys Output 4, FO-Hub and KPCN).Align interventions and strengthen synergies across work areas and projects.Advise implementing partner and other stakeholders on topics related to sustainable financing for transformation, facilitation of inclusive policy processes, domestication of the Kampala Agenda. Provide technical support for the conceptualization and implementation of the Kampala CAADP elements of the projects. Streamlining of cross-cutting and emerging issues among the projects that relate to sustainable financing, policy and/or Kampala CAADP.Qualifications:Relevant Master’s degree (agricultural policy, agricultural finance, agricultural economics, agribusiness, or related fields)Professional experience:8 years of professional working experience in agricultural financing6 years of professional working experience in business development and private sector engagement5 years of professional working experience in project management incl. disciplinary supervision of staff members5 years of working experience in international development projects in relevant fields of workStrong policy background with experience in policy analysis, development of policy documents, policy cycle, policy in devolved context, policy implementation etc. Work experience in collaborating with the international donor community, continental organisations, relevant line ministries at national and county level and intergovernmental organisations in Kenya.Familiarity with the CAADP process, the Kampala Agenda and a very good understanding of the domestication process in Kenya. Understanding of the conceptual framework of agri-food system transformation and knowledge of key levers for transformation is an advantage.Knowledge of gender sensitive approaches within the policy cycle is an asset. A good network in Kenya as well as continental is an asset.
