Background:
The CRS Kenya Country Strategy identifies climate change adaptation as a strategic priority area. CRS is working to promote sustainable, scalable, nature-based strategies that contribute to resilient development by utilizing its expertise in climate change adaptation and livestock management. In its response to the climate crisis, CRS Kenya is developing and coordinating implementation of projects that ensure natural resources including water, soils and forests are sustainably managed and developed in an integrated manner for socio-economic development and environmental security.Â
The Enhancing Community-based Climate Change Adaptation in Turkana (ECCAT) project aims at addressing the problem of livelihood insecurity and environmental degradation experienced by poor and vulnerable communities in Turkana County as a result of climate change. This is largely through strengthening the capacity of Ward Climate Change Planning Committees to deliver their roles as per the County climate change legal framework, provision of grants to natural resource management groups for livelihood diversification and implementation of natural ecosystem restoration interventions within the project area.
Job Summary: Â
The Project Officer will provide technical, operational and coordination oversight for the implementation of the project in the respective project location. S/he will be responsible for coordination and support the implementing partner to ensure effective and timely activity development planning, delivery, monitoring and reporting for the project. A key aspect of the position will be to facilitate integration and implementation of project components at the field level and assist with management and coordination oversight of activity implementation. The position also has a strong focus on capacity building and mentoring of partners to deliver on project objectives including monitoring and evaluation of outputs against actual outcomes.
Roles and Key Responsibilities
Assist in the development and administration of annual work-plans, budgets, internal agreements, contracts and production of progress reports, provide technical oversight and guidance on project activities, ensuring coherence with the projectâs results framework. In coordination with the MEAL team, develop and apply the projectâs monitoring instruments and systems, document, package and disseminate case studies, best practices and lessons from the project to a wider audience for awareness, advocacy and policy influencing, as well as ensuring collection, collation, reporting, organization and keeping of all project data and documents. lead day to day communication with the implementing partner to ensure a high level of coordination within the project, support the building and maintenance of positive and productive relationships between the implementing partner and other relevant stakeholders, manage the production of project outputs and getting them laid out/designed appropriately for specific audiences. Ensure sound environmental practices/guidelines are in place, monitored and reported on Support business development efforts by contributing to the development of funding proposals for the project. Represent CRS on issues at strategic, political and technical meetings, seminars and other events and processes as may be required from time to time.Knowledge, Skills and AbilitiesÂ

Basic Qualifications
Bachelor's degree in environmental management, environmental studies, natural resources management, or related disciplines. At least three (3) years of experience in planning and implementing project activities in sustainable natural resources management, climate change adaptation and resilience building and participatory natural resource management. Demonstrable project management skills including design, budgeting, procurement, implementation, monitoring, learning and reporting skills. Strong knowledge and experience in governance, advocacy and policy influencing of natural resources management. Experience working with pastoral and agro-pastoral communities on climate change related and resilience building interventions. Experience in partnership development and management with the private sector, community groups and government agencies Knowledge of national/global development agenda and goals related to climate risk management.
