Program Background

TechnoServe is implementing the 3-year BlueBiz program, which seeks to advance education through skills development aimed at technical, enterprise development, financial literacy, and soft skills that young people need to launch, operate and grow microenterprises in the âBlue Economy''. For the purpose of this project, the Blue Economy is the sustainable use of ocean resources for economic growth, improved livelihoods and jobs while preserving the health of ocean ecosystems.

The Program is designed to sustainably respond to the key constraints that young women and men face in starting and growing microenterprises in Kenyaâs Blue Economy by affecting change at the systems level through engaging and catalyzing local actors. Constraints addressed include skills development, access to financial solutions and appropriate technology, links to markets, and enhanced networks and leadership, with specific plans tailored to the local context, core issues, and solutions identified by youth leadership.

BlueBiz will work in Kenyaâs five riparian coastal counties, Mombasa, Kwale, Kilifi, Tana River, and Lamu, engaging with at least four local partners in each county to contextualize the project activities with partnersâ local insight into communitiesâ unique needs and interests. Local stakeholders, including coastal civil society organizations (CSOs), private sector actors, and government stakeholders, to engage young women and men to generate economic opportunities contributing to youth resilience and poverty eradication. TechnoServe will provide training to local business service providers, who will support businesses in improving performance and becoming more commercially viable, in recognition that this is a severely disadvantaged and marginalized part of the country underserved by financial service infrastructure. The project will increase the skills and abilities of local stakeholders to support the development of sustainable business models while partners supply additional insight and technical knowledge oftheprojectâsenvironmentalcomponents.
Position Description 

The Gender and Youth Coordinator will work closely with the BlueBiz team in Kenya and in coordination with the Global Gender Practice to support the delivery of gender and youth integration activities in BlueBiz. This will include technical support to program staff, staff capacity development, direct management of gender and youth integration activities, support to monitoring, reporting, and knowledge management activities, participation in the Gender Champions Network, and overall support to advance TechnoServeâs Gender Equality Policy.

Programmatic Technical Support

Key responsibilities will include:

Identify, develop, and support deployment of gender- and youth-responsive activities to meet the needs of clients Facilitate gender- and youth-related training for staff Support the development and adoption of gender analysis tools, with a focus on constraints and opportunities for young people, including a gender and youth action plan which assists with the design and implementation of activities and continuously improve technical excellence Conduct assessments and facilitate meetings, as needed, with key stakeholders and clients to identify measures to improve inclusiveness, especially for women and young people within the project scope Provide strategic guidance and counsel to program leadership and staff on gender and youth integration approaches, priorities and compatibility with program aims and resource constraints Support monitoring of gender integration in activities and inclusion in program reports Contribute to reporting on gender- and youth-related topics Support the development of key knowledge products (e.g., case studies, lessons-learned documents, etc.) that facilitate program development, program implementation, internal knowledge sharing and the influencing agenda Support staff recruitment and hiring processes Participate in regular meetings with the Global Gender Practice and the program leadership Participate in the Gender Champions Network Participate in the Gender and Youth Specialists Community of Practice

Qualifications and Core Competencies

A Bachelorâs degree with 2 years of experience or a Masterâs degree in sociology, anthropology, gender or another relevant discipline. Experience implementing practical approaches to advance gender equality in entrepreneurship and regenerative business programs; familiarity with constraints and opportunities in coastal communities Experience in adult learning techniques, excellent in-person and virtual facilitation skills Must be able to work across teams to influence behavior and build capacity. Ability to work both persuasively and diplomatically in a team-based environment with a high degree of complexity and ambiguity. Ability to communicate complex gender and age issues with clarity and precision Demonstrated success in leading tasks, activities, or initiatives requiring a combination of strong analytical, writing, social and management skills A deep, demonstrable commitment to gender equality, womenâs economic empowerment, and youth economic empowerment Experience implementing approaches to mitigate and reduce gender-based violence in economic growth programs, a plus High standards of personal integrity and a flexible, laid back personality with an excellent sense of humor required Fluency in English required. Understanding of Swahili is an advantage.
