Job Description

A. INTERNAL AUDIT UNIT

Position: Deputy Director, Internal Audit Job Group- CPSB 04 (1 Post)

Basic Salary: Ksh 99,900 x 5,010 – 104,910 x 5,240 – 110,150 x 5,550 -115,650 x 5,780 – 121,430 x 6,070 – 127,500 x 6,370 – 133,870p.m.
Terms of Service: Three (3) year contract renewable subject to satisfactory performance
The Deputy Director, Internal Audit will be responsible to the Director, Internal Audit for effective management of the Internal Audit function in the County Government

Duties and Responsibilities:-
i. Supervise internal audit technical activities within the Department comprising of audit systems and information technology;
ii. Supervise the implementation of strategic and operational plans including quality assurance programmes;
iii. Establish the design, development and operation of major computer based systems of the County Government to determine whether adequate controls are in place;
iv. Supervise activities subject to audit coverage, evaluating their significance and assessing the degree of risks inherent in terms of the audit costs involved, determining adequacy and effectiveness of internal control system;
v. Carry out investigations on irregularities identified or reported in audit reports;
vi. Review and approve audit engagement and work plans, programmes and budgets;
vii. Review internal control systems on budgetary controls and financial returns and other operations of the County Government;
viii. Monitor and Evaluate audit findings and implementation of audit recommendations
ix. Evaluate the effectiveness of risk management mechanisms, controls and governance processes and recommending improvements; and
x. Supervise staff including assessing training needs, designing and implement training programmes for staff and audit committee members.

Requirements for Appointment:
For appointment at this grade an officer must have:-
i. Served in the grade of Assistant Director, Internal Audit or comparable and relevant position in the Public Service for at least three (3) years;
ii. Bachelor’s degree in any of the following fields: Commerce (Accounting/Finance Option), Business Administration (Accounting/Finance Option) or equivalent qualification from a recognized institution;
iii. Master’s degree in any of the following fields: Auditing and Consultancy, Business
Administration, Commerce, Finance, Accounting, Project Management, Risk Management or equivalent qualification from a recognized institution;
iv. A Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) or equivalent qualification from a recognized institution;
v. Certificate of registration as a member of the Institute of Internal Auditors (IIA) or the Institute of Certified Public Accountants of Kenya (ICPAK) or Certified Information Systems Auditors (CISA) or Association of Certified Fraud Examiners (ACFE) or any other recognized professional body;
vi. Certificate in Strategic Leadership Development Programme from a recognized institution will be an added advantage; and
vii. Shown merit and ability and demonstrated a high degree of professional competence in managing the internal audit function and be of integrity with proven leadership qualities in the previous position and results oriented.
