Job Description/Requirements

Hand in Hand Eastern Africa (HiH EA) is a registered NGO in Kenya and Tanzania and is part of the Hand in Hand global network. The organization started operations in Kenya in October 2010 and is currently operating in 26 Field offices within 33 out of 47 Counties in Kenya. HiH EA has so far
mobilized, trained and is training over 354,858 members (80% women, 40% youth) who have created over 334,179 enterprises (30% eco-enterprises) and over 452,272 jobs on the Kenyan Programme. 

The organization works with marginalized communities in the areas of economic and social empowerment using a participatory approach aimed at helping people fight poverty and vulnerability. The Hand in Hand enterprise and job creation approach is based on a philosophy of self-help, providing training, skills and support to enable people living in poverty, particularly women, to build and sustain independent, market-based, economic activities. This provides for a higher level of income for them and their families, which in turn contributes to greater food security, better education for children, increased access to healthcare, improved housing and overall improved livelihoods. Hand in Hand Eastern Africa seeks to fill the below vacancy.

JOB DESCRIPTION AND SPECIFICATIONS. REF.NO: HEA ESM-01/2025 (1) POST
The Enterprise Support Manager (ESM) will lead the strategic and operational delivery of enterprise-focused interventions under the BIRE Programme. The role holder will be responsible for ensuring consistent, high-quality implementation across three regional hubs, the ESM will oversee business
advisory, capacity building, mentorship, and market linkages aligned with BIRE’s Theory of Change and Sida’s priorities.

Duties and responsibilities
  • Lead the design, harmonization, and rollout of the BIRE enterprise development framework, ensuring full alignment between foundational and accelerator enterprise pathways.
  • Translate the programme’s Theory of Change into practical enterprise-level interventions and milestones, working closely with the Programme Manager, MEL Unit, and Access to Finance team.
  • Oversee the creation, standardization, and continuous refinement of enterprise support tools—including diagnostic templates, coaching frameworks, mentorship handbooks, and performance dashboards.
  • Ensure that climate resilience, gender equality, youth inclusion, and digital transformation principles are fully mainstreamed across all enterprise development modules.
  • Provide strategic input into programme planning, annual workplans, and budgets to ensure resource adequacy for enterprise support delivery.
  • Oversee the design and facilitation of tailored capacity-building initiatives—such as business management, financial literacy, compliance, product development, and digital marketing—targeting different enterprise tiers.
  • Ensure the enterprise support system contributes effectively to the achievement of the programme’s output and outcome indicators (e.g., number of MSEs formalized, sales growth, access to finance, and job creation).
  • Build the capacity of field teams through structured training, technical clinics, and performance feedback sessions, fostering a culture of excellence and learning.
  • Identify and nurture partnerships with private sector actors, county governments, and ecosystem organizations to expand market and value-chain linkages for BIRE enterprises.
  • Lead the organization of regional trade fairs, buyer-seller forums, and exposure visits that promote enterprise visibility and market access.
  • Support development of county and sector-specific enterprise clusters, cooperatives, and producer groups to enhance competitiveness and bargaining power.
  • Consolidate and validate regional reports from REDOs and EDOs, ensuring accuracy, completeness, and alignment with MEL indicators.
  • Analyze enterprise performance trends and prepare quarterly learning briefs highlighting success stories, bottlenecks, and adaptive actions.
  • Contribute to programme evaluations, mid-term reviews, and annual reports by providing evidence-based insights on enterprise outcomes.
  • Lead quarterly coordination meetings to review implementation progress, harmonize methodologies, and troubleshoot field challenges

Job Specifications
  • Master’s Degree in Business Administration, Entrepreneurship, Development Economics, or related field.
  • Minimum of 8 years progressive experience in enterprise development, entrepreneurship support, or MSME ecosystem programmes with at least 4 years at managerial or supervisory level within donor-funded or development projects.
  • Proven experience designing and implementing enterprise capacity-building frameworks and mentorship programs.
  • Strong familiarity with Market Systems Development (MSD), gender mainstreaming, and climate-smart enterprise models.
  • Certification in Project Management (PMP, PRINCE2) or Business Advisory (BDS/SME Toolkit) is an advantage.
  • Advanced knowledge of MSME development, incubation, and acceleration models.
  • Proficiency in enterprise diagnostics, business planning, and performance measurement.
  • Sound understanding of financial inclusion, value-chain development, and blended finance.
  • Strategic and analytical thinker with strong decision-making capability.
  • Excellent leadership, team-building, and interpersonal communication skills.
  • High ethical standards, integrity, and professional discipline.
  • Adaptability and creativity in problem solving.
  • Strong writing, presentation, and stakeholder-engagement abilities.
  • Effective communication both oral and written in English and Kiswahili.
