Consultant for the Development of a National Adolescent and Young Persons Sexual and Reproductive Health (AYSRH) Social and Behaviour Change (SBC) Strategy
Background
Breakthrough ACTION is a cooperative agreement funded by the United States Agency for International Development (USAID) to lead its social and behavior change (SBC) programming around the world and led by the Johns Hopkins Center for Communication Programs (CCP).
Breakthrough ACTION Kenya will support the Division of Reproductive and Maternal Health (DRMH) and Division of Health Promotion to develop an Adolescent and Youth Sexual and Reproductive Health (AYSRH) Social and Behavior Change (SBC) strategy. This assignment will include a desk review, technical writing of the strategy, and stakeholder and target audience engagement. The AYSRH SBC strategy will help in streamlining implementation of theory-informed, evidence-based interventions and focus on harmonizing AYSRH SBC activities and indicators across the country.
Purpose and objective of the assignment
Breakthrough ACTION Kenya is looking for a consultant with a broad experience in the areas of advocacy, social mobilization, and social and behavior change to lead the process of development of an AYSRH SBC Strategy for the period of 2023-2028.
The consultant is expected to work closely with the Division of Reproductive and Maternal Health (DRMH) and Division of Health Promotionv (DHP) management and staff, national technical working groups, AYSRH partners and stakeholders during the process of the development of the AYSRH SBC Strategy.
Tasks for the local consultant
i. Prepare an inception report and a workplan with clear timelines
ii. Develop an evidence based AYSRH SBC strategy for the DRMH tailored to address SBC gaps for the age-appropriate target populations
iii. Define the scope of the SBC Strategy through a consultative process with DRMH technical working groups, Health Promotion Advisory Committee (HPAC), key stakeholders and AYSRH partners for consensus on communication priorities
iv. Review and analyse research, key documents, and reports to understanding AYSRH SBC in the country including landscape, past achievement, lessons learnt, best practices, strengths, and weaknesses
v. Define the AYSRH SBC strategic focus for the next 5 years for the various population groups as defined by the DRMH
vi. Develop a detailed implementation plan with targets and a monitoring and evaluation plan including the COVID-19 issues
vii. Draft the AYSRH SBC Strategy and present it to the DRMH, key stakeholders, and SBC TWG for validation and for approval after necessary revisions. The strategy should provide recommendations on strategy implementation in the areas of participatory communication, social mobilization for behaviour change, and on the appropriate materials and media to reach target audiences in diversified contexts.
viii. Draft a creative brief that will be used by the creative designer to develop SBC for use through the proposed channels such as social media, mass media, interpersonal communication among others.
Proposed Methodology
a) The consultant is at liberty to propose a methodology that would adequately result in the expected deliverables outlined in this TOR. The consultant will use a participatory approach together with critical reflection by the Family Health Department and DRMH staff, key stakeholders, AYSRH partners, and SBC TWG.
b) The proposed methodology should include:
A consultative meeting with stakeholders
Literature/desktop review on relevant documents to inform the strategy Key Informant Interviews with relevant government officers
SBC strategy development workshop with selected members of the target audience representatives, SBC TWG and partners
Feedback meeting
c) The DRMH, SBC TWG and the consultant will review the draft AYSRH SBC strategy during an in-person or virtual meeting depending on the situation
d) The consultant will modify the draft based on feedback and share the second draft with SBC TWG and DRMH. Further modifications may be required as necessary
Roles and Responsibilities
Breakthrough ACTION will oversee the logistics planning for meetings, engaging with the consultant during the entire process, identifying stakeholders and linking them to the consultant, within the agreed timeframe
DRMH will collaborate with the consultant by sharing the relevant program documents, studies and information needed for the process and convening stakeholders and partners consultative meetings and workshops.
Key Deliverables
1. An Inception report with timeline and budget
2. Literature review and analysis report
3. AYSRH SBC strategy development workshop report
4. AYSRH SBC strategy with key messages per target group, detailed implementation plan, targets, and a monitoring and evaluation plan and the implementation budget projection with an executive summary.
5. Creative brief to guide the development of SBC materials for various target audiences
Required Competencies
Experience in development and adaptation of communication or advocacy strategy documents with practical experience in their application.
Proven experience in Public Health, Health Promotion and related fields (community mobilization, social marketing, participatory communication and digital technologies, strategic management)
Experience working with an advertising agency to design and/or develop communication materials Good communication skills and should be able to engage with various groups of stakeholders
Knowledge and experience with human-centered design
Consultant must be fluent in English (spoken and written) and should be able to write clearly and concisely.
Ability to facilitate discussions between different stakeholders and foster consensus on technical issues
Excellent strategy, analytical and advocacy skills
Excellent public policy writing and presentation skills Experience in working in culturally diverse contexts Initiate and execute activities in a timely manner
Qualifications
Master’s in public health/Health Promotion/Social Sciences or related fields (social marketing, digital technologies, and strategic management)
At least 5 years’ experience in development of communication strategy documents through participatory processes.
Experience in working in public health programs. Knowledge and understanding of the AYSRH landscapes is an added advantage
Duration of Assignment
The duration of the assignment is thirty-five (35) working days spread over a three-month period from March to May 2022.

Awarding of all or a portion of this scope of work is contingent on available funds. The contract will be a fixed-fee contract.
