Job summary
Our client is looking for applications from qualified candidates to fill the position of Procurement Officer. Reporting to the CEO, the Procurement Officer will be responsible for overseeing the procurement and supply chain functions in compliance with relevant laws, regulations, and internal policies.
Job descriptions & requirements
- Prepare
the annual procurement plan and budget proposal, and coordinate its
implementation in accordance with applicable laws and regulations.
- Prepare and review contract agreements in line with established procedures.
- Participate in tender openings and commercial analyses in liaison with relevant departments, sections, and units.
- Contribute to the development and implementation of procurement policies, procedures, and systems for the Association.
- Prepare
and issue tender documents, bidding requests, and requests for
quotations for both regular and specialized goods and services.
- Schedule procurement activities in alignment with approved budgets.
- Promote and ensure the adoption of best practices in supply chain management.
- Facilitate the prompt and accurate delivery of goods, works, and services following tender awards or purchase orders.
- Facilitating receipt, verification, inspection and posting of ordered goods, to ensure compliance to order specifications.
- Prepare tender evaluation schedules and local purchase/service orders for approval and award.
- Manage the performance and appraisal of staff within the procurement unit.
- Participate in periodic stock-taking and inventory control exercises.
Requirements
- At
least five (5) years of relevant work experience, with a minimum of
three (3) years at a middle management level in Procurement.
- Experience in the public sector will be an added advantage.
- Bachelor’s
degree in Procurement, Purchasing and Supplies, Commerce, Business
Administration, Economics, Social Sciences, or any other related
discipline.
- A recognized professional
qualification in Procurement such as CIPS, CPSP-K, or any other
equivalent qualification from a recognized institution.
- Membership
in a recognized professional body such as the Kenya Institute of
Supplies Management (KISM) or the Chartered Institute of Procurement and
Supply (CIPS), in good standing.
- Excellent understanding of Government Procurement Regulations.
- Computer proficiency, with a valid certificate in computer applications.
- Compliance with the requirements of Chapter Six (6) of the Constitution of Kenya (2010).
- Experience in Government procurement procedures is a MUST
