An autonomous road agency, responsible for the management, development, rehabilitation and maintenance of international trunk roads linking centres of international importance and crossing international boundaries or terminating at international ports(Class A road), national trunk roads linking internationally important centres (Class B roads), and primarily roads linking provicially important centres to each other or two higher-classroads (Class C roads). Our Mission To construct and manage national trunk roads that enhance socio-economic growth and prosperity. Our Mandate To Manage, develop, rehabilitate and maintain national roads. Our Core Functions Constructing, upgrading, rehabilitating and maintaining roads Class A, B, C roads. Implementing road policies in relation to national roads. Ensuring adherence to the rules and guidelines on axle load control prescribed under the traffic act and any regulations under this act. Ensuring that the quality of roads works is in accordance with such standards as may be defined by the minister. Collecting and collating all such data related to the use of national roads as may be necessary for efficient forward planning under this act.

Job Purpose

An officer at this level may be deployed to head any of the technical Directorates that is Development, Maintenance, Highway Design & Safety, Planning Research & Compliance and Public Private Partnerships (PPP). The Director, will be responsible to the Director General for the coordination of activities and the implementation of the Directorate strategic objectives;

Duties and responsibilities at this level will entail:

Overseeing road planning and preparation of road investment programs; Coordinating the compilation and analysis of annual roadwork programmes; Liaising with Kenya Roads Board and other stakeholders on management of Roads Maintenance Levy Fund (RMLF); Overseeing the preparation of annual procurement plans; Coordinating the operations of the Authority’s regional offices, and preparation of Directorate budget; Coordinating the processing of road works tenders and monitoring supervision of road works; Ensuring expenditure controls and measures within the directorate; Ensuring the implementation and conformance of road management systems and periodic reviews of the performance standards; Partnering with other agencies for improved highway emergency response; Reviewing standards and specifications for road works; Enhancing resource mobilization through public private partnerships; Enhancing efficiency in utilization of financial resources including aid; Enhancing knowledge transfer and capacity building by encouraging partnership of foreign consultants and contractors with local firms in undertaking projects/consultancies; Coordinating the preparation, monitoring and evaluation of the strategic plans and projects; Leading research and materials testing function and enhancement of knowledge transfer; Coordinating the preparation of quality assurance plans; Formulating the authority’s risk management policies, programmes, strategies and procedures.

Job Specifications

For appointment to this grade, a candidate must have: –

A minimum of twelve years’ experience in relevant work and at least four years in a management role in the Public Service or in the Private Sector; Master Degree in Civil Engineering, Construction Management Leadership/Management, Administration, Project Management, Finance, Law or its equivalent qualification from a recognized institution; Bachelor degree in Civil Engineering or its equivalent qualification from a recognized institution; Valid Annual Practicing License from the Engineers Board of Kenya; Registered by Engineers Board of Kenya as a professional Engineer with a minimum post registration experience of eight years; Membership of the Institution of Engineers of Kenya (IEK); Leadership course lasting not less than four weeks; Demonstrated Project Management Competence. Proficiency in computer applications Fulfilled the requirements of Chapter Six of the Constitution;( for the successful candidates) and Demonstrated merit and ability as reflected in work performance and results.
