Organization Background
Hand in Hand Eastern Africa (HIH EA) is registered in Kenya as a Non-Governmental Organization (NGO) with a mandate to operate within the Eastern Africa region. It is a member of the Hand in Hand Global Network, which comprises affiliated organizations that mutually pursue the shared goal of poverty alleviation by supporting low-income communities to create sustainable enterprises and jobs. The organization works with marginalized communities in the areas of economic and social empowerment using a participatory approach aimed at reducing poverty and vulnerability.
The Hand in Hand (HIH) enterprise and job creation approach is based on a philosophy of self-help, providing training, skills, and support to enable poor people, particularly women and youth, to create and develop enterprises. This leads to higher income for them and their families, which in turn contributes to improved housing and better livelihoods.
HIH EA has so far mobilized, trained, and is training over 350,000 members (80% women, 40% youth), who have created over 300,000 enterprises and over 450,000 jobs. To facilitate enterprise creation, HIH EA uses a four-step enterprise model that includes seven training modules. It begins with the formation of self-help groups that act as savings groups, followed by delivery of enterprise skills through training, enhancement of financial management and access, and provision of linkages to broader markets. While entrepreneurship is the strategic focus of HIH EA, this work is complemented by efforts in thematic areas such as increasing resilience to climate change, promoting advocacy and human rights, and enhancing gender mainstreaming, regenerative agriculture, and circular economy.
Purpose
The purpose of this consultancy is to conduct a comprehensive job evaluation, review and redesign the existing job grading and remuneration framework for Hand in Hand Eastern Africa (HIH EA). This initiative aims to enhance internal equity, organizational efficiency, and strategic alignment by ensuring that all roles are fairly assessed and compensated in accordance with their responsibilities, skills, and contributions.
The consultancy will support HIH EA in establishing a transparent and consistent job classification system that reflects market realities, organizational priorities, and future funding scenarios— ultimately strengthening its ability to attract, motivate, and retain talent in pursuit of its mission to alleviate poverty through sustainable enterprise and job creation.
Objectives of the Assignment
The main objectives of the consultancy are as follows:
- To conduct a detailed job evaluation at HIH EA to ensure that all job positions are appropriately classified and aligned to achieve internal harmony in compensation.
- To develop a suitable grading framework and remuneration structure across the organization with an appropriate organizational structure, given the future funding scenarios.
- To revise the organization’s salary grading structure in a way that addresses the inequalities and disparities in similar functions.
Specific Objectives
a. Determine the appropriate job assessment framework for evaluating and grading job roles that will ensure fairness and equity in terms of responsibility, skills, knowledge, and experience across the organization.
b. Identify job roles and responsibilities that are critical to the success and sustainability of the organization.
c. Develop a comprehensive job classification framework that provides a fair and acceptable grading structure in line with the organizational strategy.
d. Evaluate and review the classification and job grading system for salary ranges across all job positions and categories, and propose adjustments where necessary.
e. Make sound market comparisons with jobs or roles of equivalent complexity and size.
f. Make recommendations for implementing the results of the evaluation, including proposing an effective organizational structure that reflects these results in both current and future funding scenarios.
g. Make presentations to management and staff as required.
Scope of Work
The consultancy will cover the following areas:
a. Review HIH EA’s existing roles and job descriptions.
b. Conduct a job analysis to identify the key duties and responsibilities for each job role.
c. Develop a job evaluation framework suitable for HIH EA’s current and future funding scenarios.
d. Conduct a job evaluation exercise for all job roles and propose adjustments.
e. Provide guidance and recommendations on appropriate job grades, salary scales, and a benefit structure that is competitive and equitable.
f. Provide recommendations on the grading of roles and proposed adjustments.
g. Make sound market comparisons with jobs or roles of equivalent complexity and size.
h. Undertake a salary survey based on the Birches Group salary survey methodology (HIH EA already has a paid-up subscription).
i. Prepare and present a detailed job evaluation report, including the process undertaken, findings, and recommendations.
