1-Introduction
Dawlaty is a non-governmental organization that works with civil society partners and marginalized groups, in particular, young men and women, to achieve a democratic transition. To do this, Dawlaty often organizes workshops, webinars, and gatherings to shed light on the important matters at hand as well as try to bring the voices of its beneficiaries to the forefront of the discussion.

3-Scope Of Work

  • As part of the WACS project, aim ofraising awareness about effective and sustainable ways for women to participate in decision-making at both the community and national levels. The podcast will focus on inviting Syrian women from diverse social backgrounds to share their local political experiences, and aims to engage Syrian youth with the meaning and experiences of political participation as well.
  • The service provider will be responsible for recording 10 episodes, music features and all production related processes.

4-Responsibilities Of Dawlaty

  • Providing the necessary facilities for the success the work.
  • Coordination between the service provider and Dawlaty’s beneficiaries.
  • Paying the service provider after completing the delivery the requirements.
  • Dawlaty has the right to divide the quotations as it sees fit in order to obtain the deliverables
  • Dawlaty has the right to contract one or more service providers as it deems appropriate.
  • Dawlaty does not compensate for any exchange rate differences.
  • Dawlaty reserves the right to increase or decrease the required quantity based on the financial allocations.
  • A late penalty of 1% of the contract value will be applied for each week of delay

5-Responsibilities Of The Service Provider

  • Write episode outlines, scripts, and interview questions to guide conversations.
  • Identify and research potential guests who can provide valuable insights and perspectives.
  • Reach out to potential guests, schedule interviews, and coordinate with them to ensure their availability and preparation for recording sessions.
  • Conduct high-quality audio recordings, ensuring clear sound and minimal background noise.
  • Technical Editing: Edit audio files to remove errors, balance sound levels, eliminate background noise, and enhance overall audio quality. Incorporate music, sound effects, and transitions as necessary to create a polished and professional final product
  • Content Editing: Review and refine the recorded content in collaboration with the designated Dawlaty representative to ensure clarity, coherence, and logical flow. Remove redundant or off-topic sections, maintain a consistent tone, and align the narrative with the podcast's goals to deliver an engaging and impactful listening experience
  • Submit final cut versions of the podcasts in the required formats as agreed upon and in compliance
  • Ensure compliance with local broadcasting regulations and ethical guidelines, including avoiding defamation and misinformation.

For technical tasks, such as recording and editing, the Podcast Producer may subcontract to ensure optimal delivery of the Product under the Terms. (e.g. Podcast Producer).

  • Fee quotations shall cover all expenses including but not exclusive to bank charges, VAT taxes, and any other expenses which may be incurred by the service provider.
  • Remuneration is due upon approved successful completion of the deliverables.
  • Arithmetical errors will be rectified in the following manner. If there is a discrepancy between the unit price and the total price, obtained in multiplying the unit price by quantity, the unit price will prevail. If the bidder disagrees with such his bid will be rejected.
  • In order for the payment to be processed by Dawlaty, the following documents must be present with each payment:
  • Timesheet/ Task Sheet
  • Invoice
  • Deliverables (if receivable)
  • Service Receipt Note SRN / GRN
  • The Service provider’s invoice will be paid by Dawlaty within thirty (30) Working days of receipt of the invoice and accept the service by Dawlaty. Payment will be made as “Contract Currency”.
  • The payment will be transferred by Bank.

8- Inspection of Services

  • Definition. “Services,” as used in this clause, includes services performed, workmanship, and material furnished or utilized in the performance of services.
  • Dawlaty retains the right to inspect and test all services called for by this Contract, to the extent practicable at all times and places during the term of the Contract. NGO Name shall perform inspections and tests in a manner that will not unduly delay the work.
  • If Dawlaty performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
  • If any of the services do not conform with Contract requirements, Dawlaty may require the Service Provider to perform the services again in conformity with Contract requirements, at no increase in Contract amount. When the defects in services cannot be corrected by performance, Dawlaty may—
    • Require the Service Provider to take necessary action to ensure that future performance conforms to Contract requirements; and
    • Reduce the Contract price to reflect the reduced value of the services performed.
  • If the Service Provider fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, Dawlaty may—
    • By contract, perform the services and charge to the Service Provider any cost incurred by Dawlaty that is directly related to the performance of such service; or
    • Terminate the contract for default.

9- Qualification Requirements
Main Qualification Requirement (for technical evaluation):

  • have a minimum of three (3) years’ experience in podcast, interviewing guests.
  • Excellent communication and organizational skills.
  • Creative mindset with a strong attention to detail.
  • The ability to write engaging, clear, and concise scripts.
  • The capacity to generate original and innovative ideas.
  • The ability to adjust to changes and challenges.
  • Having knowledge in audio editing software, microphone techniques and recording equipment.
  • The ability to complete tasks at the time.
  • Knowledge of and experience working in Syrian contexts strongly preferred
  • Knowledge of gender, human rights, civil society, civic and democratic values, and civil activism is essential

Preferred Qualification Requirement

  • Excellent written and oral communication skills in English and Arabic

10-Selection Process

  • Dawlaty first evaluate the non-price elements of the quotation to determine whether they are acceptable or not acceptable. In conducting its evaluation, Dawlaty may seek information from any source it deems appropriate to obtain or validate information regarding acceptability of Service providers’s quotation.
  • Only the bids that meet all mandatory requirements will be technical evaluation.
  • Only technically acceptable offers will proceed to the financial evaluation.
  • The three lowest-priced bids will be invited for interviews, and the candidate selected from the interview process will be awarded the contract.
  • Only shortlisted applicants will be contacted.
  • The final decision remains subject to the committee’s approval of the evaluation results.

11 –Submission Requirements And Eligibility For Consideration
Qualified candidates are invited to submit their applications including the following documents:

  • Technical offer / CV / profile.
  • Financial offer or kindly complete the Pricing and payment details table at article 7 (Link).
  • Registration certificate and a copy of the passport or ID for the owners of the company and authorized signatories / ID / Passport.
  • Three samples of previous work at least.
  • Signed Non conflict of interest form (Link).
  • Service Provider Bank Details.

Only applications including all the above documents will be considered for the selection process.All the documents shall be signed and stamped.
