MANDATE OF THE DEPARTMENT:


The Office of Change Management is located inside the Office of the Director of Management. It proactively manages the organizationâs ongoing change agenda that began in 2019. In line with UNAIDS mandate and role in achieving the goals of the Global AIDS Strategy, it is mandated to support the organization to meet the five objectives driving the organizational alignment (1) Aligned with the new global AIDS strategy and achieving its highest impact; 2) Financially sustainable and more cost effective; 3) Diverse and inclusive and therefore credible and legitimate; 4) A knowledge driven secretariat that optimizes its world-wide expertise and staff through the use of digital technologies in its work; 5) Aligned with UN Reform including in its work on pandemic preparedness), and other organizational change processes necessary to achieve the UNAIDS mandate, including in transforming the organizational culture and bringing in new ways of working. It works to ensure effectiveness, impact and consistency of organization-wide strategic change processes with a focus on:

1. Leading, coordinating, and advocating for UNAIDS change agenda to deliver against the Global AIDS Strategy and to ending inequalities;
2. Enabling organizational and cultural change by developing a platform, tools, and communications to engage and support staff through implementation of alignment and UNAIDS change agenda; and
3.Transparently monitoring and communicating change results in line with UNAIDS goals of an equal, safe and empowering organization.

The Change Management team brings together UNAIDS Secretariat teams from Alignment, Culture Transformation and Internal Communications, to build an organization-wide mechanism to advance UNAIDS' change agenda. It works closely with UNAIDS branches and departments. Key activities are implemented in partnership with People Management Department, in order to optimize UNAIDSâ human resources and expertise. The Internal Communications function ensures staff are consulted and informed of the change activities through appropriate feedback loops. The present phase of Change Management will also involve contracting an external supplier to draw on global technical expertise and best practices. Main tasks and Responsibilities of the Position:
Under the broad guidance of the Director of Management, and the supervision of the Director, Change Management, and in close collaboration with Director of Human Resources Management, the incumbent is assigned the following responsibilities:

1. Provide leadership and guidance to the overall organization culture transformation of the UNAIDS Secretariat, building on and deepening the Management Action Plan, and applying an intersectional feminist and anti-racist approach in a participatory and consultative process. This includes coordinating the existing corporate and culture change components of current and future change initiatives across the organization to ensure coherence in the content, approaches and communication.
2. Lead the development of and socialization of guiding principles and values for the organization culture of the UNAIDS Secretariat, consistent with UN values, and in line with anti-racist and intersectional feminist organizational development principles and the UNAIDS Secretariat mandate.
3. Support the implementation of the recommendations of the Gender Action Plan evaluation, and other relevant UNAIDS Secretariat and UN System wide surveys and recommendations (PCB, JIU etc) on actions that aim at improving diversity, equity and inclusion across UNAIDS Secretariat with an anti-racist and intersectional feminist focus.
4. Coordinate and facilitate the implementation of relevant and specific projects that facilitates living our values towards an equal, safe and empowering workplace for all staff in all their diversity. This includes the multi-year Learning Journey for an anti-racist and intersectional feminist organization and Respect Campaign for the prevention and addressing abusive conduct.
5. Provide strategic guidance to management and senior leadership on culture transformation to model and champion actions aimed at enhancing trust, respect transparency and accountability at all levels and ensures a safe and dignified workplace for all.
6. Keep abreast of and provide guidance on relevant state-of-the-art organizational culture change interventions to inform the further refinement of interventions and make recommendations on additional opportunities or actions to further strengthen the culture transformation agenda across all relevant business processes.
7. Coordinate the involvement and consultation of external and internal stakeholders, including UN System inter-agency initiatives and working groups, and oversee relevant staff and resources.
8. Perform other related duties as assigned under the change management portfolio.
REQUIRED QUALIFICATIONS Education:
Essential:
Advanced university degree at Masterâs level or equivalent in social sciences, public health, development, economics, public administration or management, organizational development. For internal candidates a first university degree and 9 years of relevant work experience will be considered as equivalent. Competencies:

Essential:

1. At least 7 years of relevant and progressively responsible experience, including in change management, organizational development, facilitation or capacity development.

2. Proven ability to build a team culture of collaboration and performance. Substantial experience in leadership role and high level of skill in negotiation and mobilization.

3. Demonstrated qualities of integrity, tact, diplomacy, and good management and communication skills.

4. Ability to manage for results: translate strategic aims into achievable plans.

5. Specific experience in organization culture and change management is an advantage.

6. At least 3 years of recent and productive experience in equity and inclusion, with specific and demonstrated focus on organizational culture.

Desirable:
Experience in working within the UN System, in particular country and/or regional offices; inter-agency affairs; the development of partnerships and networks; and consultation and facilitation. Languages:
Essential: Advanced knowledge of English.

Desirable: Working knowledge of other UN official languages is an advantage.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

USD 97,139 at single rate Post Adjustment: 31.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
