Job Description (adsbygoogle = window.adsbygoogle || []).push({}); The Information and Communication Technology (ICT) Authority is a State Corporation under the Ministry of Information Communication and Technology. The corporation was established in August . The Authority is tasked with rationalising and streamlining the management of all Government of Kenya ICT functions. Our broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. We also promote ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan . ICTA/DSP/O2/For appointment to this grade, an officer must have: – At least twelve years relevant work experience either in public or private sector, five of which should have been in senior management position;Bachelor’s degree in any of the following fields: Information Technology, Computer Science, Telecommunication, Electronic and Electrical Engineering, Business Information Technology, Mathematics, Statistics or equivalent qualification from a recognized institution;Master’s degree in any of the following fields: Information Technology, Computer Science, Telecommunication, Electronic and Electrical, Business Information Technology, Mathematics, Statistics or equivalent qualification from a recognized institutionLeadership Course lasting not less than four weeks from a recognized institutionIndustry Certification such as CCNA, CISA, OCP, ITIL, COBIT, CISSP, CCSA among othersMet the requirements of Chapter 6 of the Constitution;Clear understanding of the National development goals, Vision and the role of ICT in achievement of the same Competencies and Skills Strategic thinker and decisiveExcellent organisational and analytical skillsStrong entrepreneurial skills and aptitudeStrong business negotiation skillsProven leadership skills and experienceAbility to build personal relationships Responsibilities: The Director, Standards and Programmes will be responsible for providing Strategic Leadership and direction on StandardsDevelopment, Compliance, Quality Assurance, Accreditation and Certification matters as well as the Management of CriticalICT Projects being implemented by the ICT Authority for the Government of Kenya. Functions Develop Government Enterprise Architecture;Develop and Review ICT Standards for the Public Service;Identify new areas for ICT Standards Development for Application in the Public Service;Regulate the Design, Implementation and Usage of ICT Service in Public Service.Monitor and Evaluate ICT Standards to ensure they are in line with market trends;undertake Quality Assurance in the development and implementation of ICT StandardsCarry out audit to assess levels of compliance to Standards by MCDAs and recommend appropriate measures;Assess ICT service providers for accreditation and certification;Certify ICT Professionals working for the Public Service;Undertake stakeholder training and awareness on adoption and use of ICT;Design, implement and review strategic ICT projects across the Public Service.Ensure that projects are implemented within the framework of the Government Enterprise Architecture (GEA)Responsible for ensuring that ICT Projects are supported by the best practise knowledge and demonstrate business value and financial Viability;Coordinate implementation of ICT Projects and programmes. Job SpecificationThe duties and responsibilities will entail: Coordinating development of Government Enterprise Architecture;Alignment of ICT standards development strategies with the Public Service ICT needs for increased efficiency and value for money;Overseeing development and review of ICT Standards for the public service;Facilitating identification of new areas for ICT Standards development for application in the Public Service;Coordination of continuous assessment and evaluation of ICT standards to ensure their alignment to market trends;Monitoring and evaluating ICT Standards to ensure they are in line with market trends;Overseeing quality assurance in the development and implementation of ICT StandardsDesigning, implementing and reviewing strategic ICT projects across the Public Service;Coordinating the Authority’s ICT Plans, Projects and Programmes;Ensuring that ICT Projects are supported by the best practice knowledge and demonstrate business value and financial viability;Ensuring that projects are implemented and Government Of Kenya ICT Systems are carried out using Government Of Kenya ICT Standards;Ensure that the performance of each project is measured throughout the life cycle;Overseeing Accreditation and Certification of ICT service providers in the Public Service;Coordinating Certification of ICT Professionals working for the Public Service;Facilitating stakeholder training and awareness on adoption and use of ICT Standards;Liaison with key stakeholders in the development and review of Standards;Establishing partnerships with national and international standards organization; andReviewing performance reports of ICT standards schemes on quarterly and annual basis.
