ResponsibilitiesObjectives of the AssignmentUSAID WKSP in partnership with the department of Public Health and Sanitation of the County Governments of Bungoma, Busia and Kakamega desire the services of a short-term consultant to work with the county government to domesticate KESH Policy and Prototype Bill (- ). The objectives of the consultancy include but are not limited to the following: Providing an overview of international, regional, and national treaties, conventions, policies, plans and commitments governing the delivery of environmental hygiene and sanitation services.Undertaking a comprehensive review of existing national and county level sanitation and hygiene policies, strategies and plans to provide the overall framework for pitching the proposed ESH Policies and Bills.Review development priorities, strategies and plans relevant to environmental sanitation and hygiene to inform the proposed Environmental Hygiene and Sanitation Policies and Bills for the three counties.Collect and collate views of residents and stakeholders in the three counties to prioritize key issues around environmental hygiene and sanitation while considering the constitutional requirement of public participation in the process.Prepare a draft County Environmental Sanitation and Hygiene Policy framework/outline to be pre- populated by the technical teams drawn from the three counties for validation by sector stakeholders for each county.Prepare a draft Bill for the three counties for review and validation by sector stakeholders.Incorporate stakeholder comments into the draft policies and bills and prepare the final County Environmental Sanitation Policies and Bills (-) for adoption by the County Governments of Bungoma, Busia and Kakamega.Mainstream climate change adaptation plans into the policies and bills for the Counties. DeliverablesThe consultant, working in close collaboration with USAID WKSP staff and the Kakamega County Team is expected to deliver the following outputs. Comprehensive inception report showing clear roadmap with timelines, stakeholder engagement plans, methodology and tools and templates for delivery.Reviewed sanitation and hygiene situational analysis report (available from the baseline assessments, any existing gaps will be filled by the consultant and team).Draft Policy documents (drafts zero, 1, 2 and final)Environmental Sanitation and Hygiene Bill.Environmental Sanitation and Hygiene Policy and Bill process report. QualificationsQualifications, Experience, Skills and Competencies An advanced/post graduate degree in law, public health, public policy, or any related and relevant discipline.At least five years of experience in public policy development, legal drafting, and public health research.Experience with quantitative and qualitative studies, including data collection design, implementation, analysis and reporting.In-depth knowledge of the Constitution of Kenya and relevant polices, legislations and strategies on environmental health and sanitation in Kenya.Demonstrated policy formulation and/or domestication at the National and County level respectively.Demonstrated understanding of the WASH sector in Kenya with experience working with county governments.Ability to deploy and manage multi-disciplinary technical teams running concurrent activities across the three counties
