Responsibilities Create and continually develop a learning framework, ensuring learning activities are prioritised; blending traditional and more innovative learning approaches, as well as leveraging digital and in-person platforms and approaches to support learning.Be the catalyst for learning: create the safe space for both single- and double-loop learning, as well as facilitate and prompting reflection on evidence with a range of stakeholders.Close the loop on learning by designing ways to ensure learning is shared back with programme beneficiaries.Work closely with other technical leads and FCDO to identify learning questions and areas for reflection as part of the learning framework.Support in analysis of monitoring and evaluation evidence to identify learning and areas for additional evaluation to answer learning questions.Develop learning products in multiple formats to support different audiences and learning styles.Contribute to the development of inclusive evaluation and research designs in a complex multi-programme environment. QualificationsThe qualifications for the Learning Lead include: At least 8 years’ experience designing, leading, and implementing learning activities for donor-funded programming;Experience designing and implementing multi-layer learning frameworks or systems for programming;Expertise in adapting evaluation methods and approaches to different contexts and stages of programme development and implementation;Comfort with interpreting and working with Theories of Change and FCDO LogFrames;Experience of leading learning processes or implementing evidence-based changes to strategy or intervention delivery;Demonstrable experience and skill in facilitation;Demonstrable expertise in participatory learning approaches, in particular adjusting and balancing facilitation styles to different personality types and learning preferences;Proven experience with or understanding of theory-driven and mixed-methods evaluation approaches;Qualitative and quantitative data interpretation skills and ability to condense, refine, and tailor large amounts of information for external audiences;Strong writing and communication skills;Experience working with donor government departments or multilateral donors, FCDO desirable;Experience working on humanitarian and/or health programmes desirable;Experience working in Somalia preferred;Previous experience living or working in fragile and conflict affected states an advantage.
