Desired Candidate Profile

Vast experience in programme management including familiarization with the new programme cycle and sound knowledge of the new Results Based-Management. Knowledge and experience in multi-year planning and working with diverse stakeholders in different contexts. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments, the principles of targeting and managing a multi-functional team. Sound experience in planning/organizing and resources management. Experience in managing protracted situations.

The incumbent is expected to have a pro-active mature attitude and be able to perform well under stress, albeit in less-than-ideal living and working conditions. Given the sensitivities on the ground and the diverse teams coupled with diverse populations, the incumbent should possess strong interpersonal, coordination, networking, negotiation, advocacy and diplomatic skills. The incumbent should have knowledge and understanding of UNHCR policies, principles, and strategies relating to CBI and identify CBI opportunities for the operation. The incumbent should have experiences of working with Cash Working Group on the establishment of MEB, MEB price monitoring and revision, PDM, communication and targeting and joint procurement/FSPs contracting. S/he should have experience of monetizing the assistance and should be able to reinforce the communication/sensitization to the beneficiaries and the reason for the CBI programmes and elaborate a clear complaint mechanism to ensure beneficiaries can easily reach out. The incumbent should also understand all phases of the programme management cycle and have have experience of capacity building.

Nature of Position

Within the framework of the GCR and the CRRF, the Kakuma operation has embarked on a major initiative (KISEDP), which represents a platform that facilitates collaboration and coordination between UNHCR, the government, UN agencies, development actors, NGOs, private sector and civil society to build sustainable services and economic opportunities for both refugees and their host communities. Programme and Cash-based interventions (CBIs) represent key elements of the Kakuma operations programming and CBI is one of the principal modalities for delivering assistance and services to persons of concern to UNHCR. UNHCR 's vision is that refugees and other persons of concern can meet their needs in dignity, are protected and can transition to solutions through the expanded use of use of innovative, efficient and effective cash-based interventions. Cash-based interventions allow refugees and other persons of concern to live with greater dignity by preserving their ability to spend money and make decisions regarding their priority needs. Designed and delivered appropriately, CBIs can reduce risks, facilitate solutions and improve the efficiency and effectiveness of programme delivery.
The incumbent of the position will report to the Senior Programme Officer and will be in charge of the Programme and CBI related activities and closely liaise with colleagues in Technical, Protection and Finance Sections, in Kakuma and Nairobi.
 

Living and Working Conditions

International staff live on UNHCR compound which houses both offices and residences. The compound has gym and basketball court. Rooms have a bathroom, bed, wardrobe, TV, AC, refrigerator, gas stove. Staff provide their own bedsheets, towels, and toiletries. Rooms are cleaned Monday to Friday. Laundry is done separately for a fee. A private company sells meals and drinks in the cafeteria. Shops in Kakuma town sell toiletries and food items. There are several churches and several mosques. Available banks are Equity and Kenya Commercial. ATM machines accept some credit and debit cards, dispensing Kenyan Shillings. The area is generally characterized by high temperatures and is relatively humid. January to March is the hottest months, with temperatures reaching 38oC / 100.4oF. Some essentials during these periods are a hat/cap, sunglasses, light sweat absorbing clothes, closed shoes, welly boots. November-December is the short rainy season. Long rains start in mid-March and end in June. Some of the hazards in the Kakuma operation includes dust storms, heat exhaustion, flooding, and presence of different insects, snakes, scorpions and high risk of malaria. Rain showers usually results in large muddy areas and overflowing of seasonal rivers which limits staff movements. Overflowing seasonal rivers in Kakuma area can result from rains from highlands on North Eastern Ugandan border.

The Joint Medical Service (JMS) is available within the UNHCR compound and is the first point of call during medical emergency situations. Referrals and evacuations are primarily to Nairobi.
