Key Responsibilities:
The Advocacy &External Engagement (A&EE)Sr. Manager, Strategy, Evidence & Learningwill lead the design and implementation of the systems, structures, and processes through which A&EE collects and manages data and evidence to tell the story of World Visionâs advocacy impact, and will support the use of evidence to drive A&EE strategy realisation and learning. Under the supervision of the A&EE Senior Director for Strategy & Innovation, s/he will provide technical leadership on monitoring, evaluation, and learning for advocacy and policy as an area of practice with a goal to leverage data to inform A&EE investment and practice. In addition, this position will lead A&EE performance management measurement for evidence-based decision-making.
Responsible for the design and execution of both existing and new monitoring, evaluation, and learning (MEL) approaches to be applied Partnership-wide for A&EE ministry that corresponds to Our Promise and other future global strategy frameworks.
Manage the process to create tools, systems, and methodologies to monitor and evaluate advocacy, external engagement and policy outcomes in ways that drive investment and strategic planning. Develop and lead the implementation of a robust learning agenda for continuous learning, collaboration and adaptation Lead efforts to integrate advocacy and policy impact measures into the broader organizationâs strategic planning, key business operations, and overall MEL systems and practices. Support the strengthening of data governance, management, and quality within the overall organisation, to enable the use of evidence for policy influencing work Direct the annual Advocacy Strategic Measures (ASM) reporting process, including leading processes to strengthen the existing process and promote integration with broader World Vision monitoring and evaluation systems. Serve as line manager to Data Analyst to ensure appropriate technical rigor and design of research productsLead the design and delivery of a global monitoring, evaluation, and learning (MEL) framework for World Visionâs global advocacy campaigns.
Oversee the the development of a technically-sound evidence and learning framework, and provide targeted monitoring and evaluation support to priority offices as per the campaign topic and scope. Oversee a campaign baseline/evaluation, ongoing monitoring data collection, analysis, and reporting; and packaging of information for senior-level decision-making. Provide support to regional and field offices in undertaking Campaign monitoring, evaluation, and learning activities, including designing appropriate MEL guidance and providing direct support to targeted regional and âdeep diveâ field offices.Manage A&EE performance management efforts.
Lead the development and implementation of the A&EE strategy realization plan (SRP) performance management approach and implementation. Coordinate with A&EE sub-teams to track progress towards agreed-upon KPIs on a quarterly basis. Synthesize evidence collected and deliver informed recommendations based on results, to contribute to developing a reflective culture that practices adaptive management. Scan data produced by external stakeholders, partners or peers to ensure WV maintains a good standard for A&EE reporting 5+ years of work experience in monitoring, evaluation and learning, including performance monitoring and designing and implementing MEL frameworks Demonstrated understanding of advocacy and policy A successful track record of building relationships and partnership to deliver programmes and partnerships across teams Demonstrated ability to work cross-culturally, cross-functionally, and cross-borders Strategic, analytical, creative and innovative thinking skills Bachelorâs degree in international development, policy, social sciences or similar Proficiency in MS Office Suite, including Excel, PowerPoint, quantitative and qualitative analysis software Excellent written and oral communication skills in English Masterâs degree in relevant area Proficiency in PowerBI and data visualizationFor positions filled in the United States, the typical salary range for this role is $70,000 USD to $88,000 USD. Ranges are based on various factors including the labor market, job type, job level, internal equity and budget. Exact salary offers will be determined by factors such as the candidate's skills, qualifications, experience and geographic location.
