ELOG is a long-term, permanent and national forum comprising of civil society organizations (CSOs), and faith-based organizations (FBOs) with the mandate of strengthening democracy in Kenya and the African Region by providing a sustainable platform for monitoring and observation of electoral processes. VISION To achieve credible, peaceful, free, and fair electoral processes in Kenya and the African region. MISSION To provide a Sustainable Platform for Monitoring and Observing Electoral Processes.ResponsibilitiesThe consultant will undertake the following tasks: Conduct a comprehensive desk review of relevant documentation, including but not limited to laws, policies, reports, and other documents related to the electoral processes.Develop and implement a methodology for the assessment, including but not limited to data collection instruments, sampling procedures, and data analysis plan.Conduct fieldwork, including but not limited to key informant interviews, focus group discussions, and surveys with stakeholders, including election officials, political parties, civil society organizations, media and citizens.Analyse the data collected and draft a report highlighting the findings of the assessment, including recommendations for key reforms, administrative, institutional, policy, legal, and institutional for consideration by Parliament and other relevant actors.Present the findings and recommendations to the Elections Observation Group and other relevant stakeholders. DELIVERABLESThe consultant will deliver the following: An inception report outlining the methodology and work plan for the assessment, including data collection instruments and analysis plan.A draft report of the assessment highlighting the findings and recommendations for improving the electoral processes.A final comprehensive report. TIMELINE The consultant will be expected to complete the assignment within 30 days from the date of signing the contract. QUALIFICATIONSThe following qualification criteria shall be applied for the selection of the consultant: A minimum of a master’s degree in social sciences, law, political science or a related field.At least five years of work/professional experience in the legal field, governance or other relevant field;Demonstrated experience in conducting assessments or evaluations related to electoral processes.Familiarity with the Kenyan electoral legal framework, electoral processes and regulations as well as governance.Strong analytical, research and report writing skills.Excellent communication and presentation skills.Fluency in English and Kiswahili language
