MEAL Officer
Job summary
The MEAL Officer will lead the day-to-day monitoring, evaluation, accountability and learning function for the Border Security Program, working under the technical guidance of the Strategic Advocacy, Research and Communications Manager.
Job descriptions & requirements
A. Project-Level MEAL Implementation
• Implement the project's MEAL plan, monitoring framework, logframe and indicator tracking system, under the guidance of the Strategic Advocacy, Research and
Communications manager.
• Maintain the project's indicator tracking table and update it against agreed reporting
timelines.
• Support roll-out of the organisation's MEAL tools, templates and digital systems at project
level.
• Flag implementation or data gaps to the Strategic Advocacy, Research and Communications manager and Project/Programme Manager in a timely manner.
• Ensure project MEAL activities are carried out in line with the project work plan and donor requirements.
B. Data Collection, Quality and Case Management Support
• Collect, compile and verify project monitoring data from field activities, distributions, trainings and other project outputs.
• Support accurate and timely data entry into the Victim Case Management System and other project databases, where the project involves survivor case data.
• Conduct routine data quality checks, spot checks and data verification exercises at project/field level.
• Clean, organise and maintain project datasets, ensuring consistency with data dictionaries and indicator definitions.
• Identify data errors, inconsistencies or gaps and work with field and case-management staff to resolve them.
• Ensure access to sensitive case information is limited to authorized personnel and handled in line with data protection procedures.
C. Digital Data Collection Tools
• Administer electronic monitoring forms, surveys, questionnaires and assessment tools for the project (e.g. KoboToolbox, ODK, SurveyCTO or equivalent).
• Test digital data collection tools before field use and report technical issues to the Strategic Advocacy, Research and Communications manager
. • Train and support field staff, volunteers and enumerators in the correct use of digital MEAL tools.
• Ensure collected data is uploaded, backed up and stored securely in line with organizational protocols.
D. Project Monitoring and Programme Quality
• Conduct regular monitoring visits to project sites and activities.
Track project outputs, milestones and targets against the approved work plan.
• Support post-distribution monitoring, output verification and other routine monitoring exercises.
• Document implementation challenges and support the Project/Programme Manager to identify corrective actions.
• Support preparation for donor monitoring visits, evaluations and programme reviews. E. Reporting
• Compile project-level data and monitoring findings to feed into donor and internal reports, in line with the reporting calendar
. • Draft sections of narrative reports relating to project indicators, outputs and monitoring findings, for review by the Strategic Advocacy, Research and Communications manager
• Ensure reported figures are supported by verifiable data and appropriate means of verification
. • Maintain organised project files of data, means of verification, reports and supporting
evidence
. • Respond to routine data queries relating to the project from the Strategic Advocacy, Research and Communications manager or Project/Programme Manager.
F. Evaluation and Research Support
• Support baseline, mid-term, endline and other project evaluations, including data collection, logistics and field coordination
. • Assist external evaluators and research consultants with access to project data, sites and
respondents, as appropriate.
• Support basic quantitative and qualitative data analysis for project learning and reporting.
• Ensure evaluation and research activities involving survivors or participants are conducted ethically and safely.
G. Accountability to Survivors and Programme Participants
• Operate project-level feedback and complaints mechanisms, both digital and non-digital.
• Receive, document and safely refer feedback and complaints to the appropriate teams, in line with safeguarding procedures.
• Track and follow up on responses to feedback at project level.
• Support participatory monitoring approaches, ensuring accessibility for children, persons with disabilities and other vulnerable groups. H. Learning and Documentation
• Contribute to project reflection and learning sessions
. • Document lessons learned, good practices and case studies from the project for wider organisational learning.
• Support translation of monitoring findings into practical recommendations for the project team. I. Capacity Building
• Support day-to-day coaching of project and case-management staff on data quality and correct use of MEAL tools.
• Orient new project staff, volunteers and enumerators on MEAL procedures and data collection tools.
• Promote a culture of accurate data recording and evidence-based decision-making within the project team.
4. Technology and Digital Competency Requirements
The successful candidate should demonstrate practical competence in technology-enabled
MEAL. Experience should include several of the following:
• Digital data collection platforms such as KoboToolbox, ODK, SurveyCTO or equivalent.
• Proficiency in Excel, including data entry, basic formulas and simple pivot tables.
• Basic data visualisation (charts, simple dashboards) using Excel or similar tools.
• Experience using a database, CRM or case-management information system is an
advantage.
• Basic understanding of data protection, access controls and information security.
• Willingness to learn and apply new digital tools and, where guided by the Strategic
Advocacy, Research and Communications manager, AI-assisted analysis and reporting tools responsibly.
5. Victim Case Management System Competency
Where the project involves survivor case data, experience with a case-management, CRM, protection information management or other sensitive client information system is desirable.
The candidate should demonstrate the ability to:
• Accurately enter and update case-related data in line with agreed procedures.
• Apply basic data-quality checks to case-management data.
• Generate simple, routine reports from case-management data for the project team.
• Handle personally identifiable information responsibly and confidentially.
• Escalate data-management risks or system issues to the Strategic Advocacy, Research and Communications manager
. 6. Qualifications and Experience Essential
• Bachelor's degree in Monitoring and Evaluation, Statistics, Data Science, Information Management, Development Studies, Social Sciences or a related field.
• At least 4–7 years of experience in MEAL/M&E, data collection or programme support in a donor-funded project.
• Demonstrated experience with project-level monitoring, data collection and reporting.
• Experience using digital data collection tools.
• Good understanding of indicators, logframes and results frameworks.
• Strong attention to detail and commitment to data quality.
• Basic report-writing skills.
• Understanding of data protection, confidentiality and ethical data management
