Contract duration: 4 months. Renewal is subject to performance and project needs.

Duty Station: Kirigiti, Kiambu County, Kenya.

BACKGROUND
The CENTRE FOR ITALIAN LAYPERSONS FOR THE MISSIONS (Ce.L.I.M.) is a Non-governmental Organization founded in 1954, headquartered in Italy and recognized by the Italian Agency for Development Cooperation (AICS) and the European Union. Our mission is to work for the sustainable development of communities by promoting ownership and self-determination through fixed-term socio-economic development actions. In three words, IMPACT TO CHANGE. CELIM implements international development cooperation projects in Africa, in the Balkans and in the Middle East, through the commitment of professional experts and volunteers along with the collaboration with local authorities and local partners. In Kenya, Ce.L.I.M.’s primary focus is on promoting sustainable agricultural practices, environmental protection, climate change mitigation and adaptation, food security, and the development of agri-food value chains.

PROJECT DESCRIPTION
The project aims to strengthen the sustainability, inclusiveness, and value addition of the coffee value chain in Kenya. It works with smallholder farmers and cooperatives to improve agricultural practices, enhance traceability and digitalization, and promote value addition of coffee products. The project also supports youth engagement, environmental conservation, and the economic empowerment of vulnerable groups within coffee-growing communities.

JOB PROFILE
The post holder will be responsible for contributing to effective financial administration of the project and the NGO in close cooperation with the Project Administrator and the Project Coordinator. S/He will have a key role in the developing and maintaining financial controls and reporting procedure. The ideal candidate will have a professional background in finance/accounting, be experienced in project and grant based financial administration and have a demonstrated track record in effectively administering international initiatives comprised of multiple co beneficiaries. A plus will be previous experience on AICS or EU funded projects. Specific responsibilities will include:

  • Elaborate the monthly accounting sheets of CELIM Kenya, the cash-bank declaration and organize and check the bank statements and all the invoices and supporting documents of all projects
  • Check of the monthly accounting sheets, invoice and supporting documents of other technical project partners DEKUT, KCP,IWCA
  • Preparation of tenders and other procurement procedures in line with CELIM internal procedures and the EU PRAG Manual under the supervision of the Project Administrator and Project Coordinator
  • Preparations of contracts for human resources and service providers
  • Process payment for local consultants, vendors, grantees, and subcontractors in accordance with accounting procedures and contract policies
  • Responsible for all cash flows, including cash and cheques
  • Managing relations with the bank (bank transfers, withdrawals, account statement requests)
  • Organize and support office/ project logistics
  • Create, maintain, and effectively manage project finance systems, including procedures, and forms, etc., and conduct regular reviews of finance processes to identify opportunities for improvements
  • Organize and manage the filing system of the project working documents and reports
  • Assist internal and external audit queries and investigations. Implement audit recommendations on budget preparation and evaluation as well as financial monitoring and reporting.
  • Contributes to the work of preparing internal financial reports and donor reports in a variety of formats, and regular financial routines including month-end and year-end closing and reconciliation
  • Support the Project Administrator and Project Coordinator on the financial administration, including the maintenance of internal processes for monitoring spending, evaluating costs against approved budgets, collating and controlling required supporting documentation
  • Support the Project Coordinator on oversee and track all project annual budgets and revise expected expenditures on an as needed basis
  • Other duties as assigned by the Project Coordinator

QUALIFICATIONS AND REQUIREMENTS 
  • This position is open to Kenyan nationals only.
  • At least CPA Intermediate level 1
  • Bachelor's degree in relevant field required; advanced degree preferred
  • Minimum of two (2) years of accounting/ financial management experience
  • Strong interpersonal skills and ability to work with culturally diverse staff
  • Previous experience with AICS/EU donor, bookkeeping rules and requirements is an asset
  • Knowledge of Kenya operating environment, including registration, taxes, and labour law
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and oral English is required
