ABOUT THE COMPANY

JOB SUMMARY
GIZ Digital Transformation Centre Kenya:GIZ DTC Kenya is a technical cooperation project of the German Federal Ministry for Economic Cooperation and Development (BMZ) implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. GIZ DTC Kenya is based in Nairobi, Kenya and works with the Ministry of ICT and Digital Economy. The cooperation project aims to support the Governmentof Kenya in creating an enabling environment for the digital economy, by promoting digital innovation and entrepreneurship, fostering digital skills development and improving the enabling environment for the digital economy. The project also aims to support the development of a comprehensive and sustainable digital infrastructure to enable Kenya's transition to a digital economy.The Multi-Donor Action “Human Centred Digitalisation - Phase II” isjointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project “Digital Transformation Center Kenya”. In phase II of the TEI, Team Europe can build onwhere it is already visibly impacting the lives of Kenyans under phase I. The digital economy pillar complements skilling through TVET under phase I, by focusing on graduates’ immediate skilling needs to access private sector jobs. The digital governance pillar continues efforts on human-centric e-services, data protection, artificial intelligence and GovStack. In addition, the Action furthers digital diplomacy goals through its support to the Team Europe DigitalHub.The Overall Objective of the Action is to contribute to a more inclusive and greener Kenya. The Specific Objectives (outcomes) of the Action are SO1) the Digital Economy expanded and SO2) the digital governance for a human-centred and sustainable digital transformation strengthened.The Outputs of the Action are:1.1 The institutional and entrepreneurial capacities for inclusive global employment in Kenya's digital economy are strengthened.2.1 Capacities to steer and implement human-centred digital policies and regulations are strengthened in line with the multi-actor approach.2.2 The implementation capacities of public actors are strengthened with regard to the development and scaling of digital public infrastructures (DPI).
RESPONSIBILITIES
Position Overview:GIZ DTC Kenya is seeking a dedicated and motivated M&E & Inclusion Advisor to support partner governments, private sector actors, and civil society in leveraging digital technologies to advance inclusive, green, and sustainable development. Recognizing that digital transformation can both bridge and widen inequalities, the project places strong emphasis on ensuring that women, persons with disabilities, and other vulnerable or marginalized groups can fully participate in and benefit from the project interventions.To strengthen evidence-based management and ensure inclusive impact measurement, the project seeks a Monitoring & Evaluation (M&E) Advisor with expertise in inclusive M&E systems. The Advisor will ensure that inclusion is effectively monitored, analyzed, and embedded across all interventions and results. Key Responsibilities:M&E System Design and ImplementationDevelop and operationalize a comprehensive M&E framework that integrates inclusion indicators aligned with the project’s theory of change and donor requirements.Design inclusive methodologies to track progress on digital access, skills development, innovation, and governance, ensuring data disaggregation by gender, age, disability, and socio-economic status.Lead the establishment of baseline, midline, and endline assessments incorporating inclusion dimensions.Promote the use of digital data tools for real-time monitoring and visualization.Inclusive Data Collection, Analysis, and ReportingDevelop and apply participatory and inclusive data collection methods that ensure meaningful engagement of women, persons with disabilities, and marginalized groups.Analyze data to assess differential outcomes, barriers, and enabling factors for inclusion in digital transformation.Prepare analytical and results-based reports highlighting inclusion outcomes, lessons learned, and policy recommendations.Support partners in collecting and using inclusive data to inform decision-making.Learning, Knowledge Management, and Adaptive Programming:Facilitate learning processes on what works to make digital transformation more inclusive and sustainable.Document case studies, success stories, and evidence of inclusive digital innovation.Coordinate reflection workshops and learning events to adapt project strategies based on findings.Contribute to knowledge-sharing networks on inclusive digital development.Capacity Development and Partner Support Build capacity of project teams, implementing partners, and national stakeholders in inclusive M&E and results-based management.Provide technical support on disability-inclusive and gender-responsive data collection and reporting.Collaborate with local organizations representing women, youth, and persons with disabilities to co-design inclusive monitoring tools.Quality Assurance and ComplianceEnsure adherence to international standards for disability and gender inclusion (e.g., CRPD, CEDAW, SDG indicators, OECD DAC gender and inclusion markers).Guarantee ethical data collection practices, privacy protection, and respect for human rights.Coordinate external evaluations and ensure inclusion aspects are adequately assessed. Qualifications:Advanced university degree (Master’s or equivalent) in Development Studies, Social Sciences, Statistics, Gender Studies, Disability Studies, or a related field.Minimum 5 years of professional experience in monitoring and evaluation in development cooperation, preferably in the areas of digital transformation, governance, or inclusion.Proven expertise in gender equality, disability inclusion, and social inclusion mainstreaming within results-based management frameworks.Familiarity with digital inclusion frameworks, ICT4D, and the UN Convention on the Rights of Persons with Disabilities (CRPD).Experience working with bilateral/multilateral donors (e.g., GIZ, UNDP, EU, USAID, World Bank).Understanding of the digital gender divide and accessibility standards for digital services and data.Excellent communication, facilitation, and report-writing skills in English (Proficiencyin Swahili is beneficial).Strong skills in quantitative and qualitative data analysis, including data disaggregation and intersectional analysis.
