In Kenya, it has been active since 1964, and up to now implements programs in a wide variety of areas, including economic development, green energy and water, governance, food security, and peace and security. The German Federal Ministry for Economic Cooperation and Development (BMZ) is GIZ’s main commissioning party. However, GIZ as well works closely with the private sector, fostering successful interaction between development policy and foreign trade.
JOB SUMMARY
Project BackgroundThe IGAD region, encompassing Ethiopia, Djibouti, Kenya, Somalia, Sudan, South Sudan, and Uganda, faces severe challenges from climate change, including frequent droughts, floods, and other extreme weather events. These conditions exacerbate socio-economic and political vulnerabilities, leading to complex migration patterns and displacement. The core problem is the insufficient implementation of regional strategies to manage climate-induced human mobility. While IGAD has established policy frameworks, member states often lack the capacity to execute these plans effectively. This results in inadequate preparation and response mechanisms, leaving vulnerable populations at increased risk.The MoDiaC project aims to enhance the implementation of regional approaches by strengthening the technical and institutional capacities of IGAD and its member states. By promoting regional cooperation, improving early warning systems, and fostering inclusive policies, the project seeks to create sustainable and resilient solutions to the mobility challenges posed by climate change.
RESPONSIBILITIES
In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.You perform the tasks assigned to you by your line manager, where required.Main TasksData Generation and Analysis:Collaborate closely with IGAD Climate Prediction and Application Centre (ICPAC) in Nairobi to strengthen analytical capacity on the effects of climate-induced changes on human mobility.Collaborate closely with ICPAC to develop sound models linking climate change with human mobility and displacement, aiming to expand the functions of the early warning system.Forecast and model the impacts of climate events, including droughts, floods and other slow- and rapid-onset climate events, on human mobility.Support data integration by establishing tools to seamlessly incorporate information from diverse sources such as IOM’s Displacement Data Matrix (DTM), IDMC, UNHCR and other relevant providers.Collect and analyze data on internal and external migration and displacement provided by IGAD Member States, ensuring regular updates and system enhancements.Technical Platform Expansion:Provide technical support for the development and maintenance of the East Africa Hazard Watch and East Africa Drought Watch, enhancing their functionality and accessibility.Develop and enhance the MoDiaC and ICPAC tools for quantitative and qualitative data collection to study the impacts of climate change on human mobility and calibrate displacement models.Feed and adapt relevant information generated within IGAD, including contributions from the IGAD Migration Program, into ICPAC’s platforms for real-time data dissemination.Capacity Building and Knowledge Development:Support ICPAC staff and partners in trainings on advanced geospatial, modeling and programming tools to enhance technical capacity and data analysis.Foster a collaborative and inclusive work environment, promoting knowledge exchange and continuous improvement among team members and stakeholders.Technical Collaboration and Innovation:Stay updated on regional and global breakthroughs in human mobility modeling and climate data analytics, translating these into actionable ideas to strengthen IGAD and MoDiaC tools.Provide technical advisory services to both MoDiaC and IGAD to ensure alignment with project objectives and regional strategies.Operational Support and Compliance: Support ICPAC in integrating human mobility data into day-to-day operations and improving the accessibility of information for evidence-based policymaking.Oversee the technical aspects of financial agreements and grants supporting ICPAC’s data-related activities, ensuring efficient use of resources.QualificationsMaster’s degree in environmental sciences, geoinformatics, data analytics, or a related technical.Proven expertise in geospatial modeling, migration data analysis, and modeling and predictive analytics for climate-induced displacement.Proficiency in programming languages such as Python, R, or JavaScript, with experience in data system development and visualization.Strong understanding of data integration tools and partnerships with organizations such as IOM, IDMC, and UNHCR.Experience with regional organizations like IGAD or ICPAC and familiarity with their operational frameworks.Proficiency in English (oral and written); French and German are assets.Professional ExperiencesAdvanced skills in geospatial tools (e.g., ArcGIS, QGIS) and data visualization platforms.Strong programming skills for creating and maintaining applications preferably in migration and displacement and climate data systems.Proven ability to design and maintain online platforms for data visualization, time series analysis and early warning systems.Strong organizational skills, attention to detail and results orientation.A collaborative team player with experience in fostering innovation and knowledge-sharing.Willingness to travel extensively within the IGAD region and work in technical field settings.Duty stationNairobiContract Duration:05.01.2026 - 01.03.2027Submission of ApplicationVacancy Reference Number: GIZ/FDM/05/11/2025Equal Employment OpportunityAt GIZ Kenya, we are committed to fostering a diverse, inclusive, and respectful workplace.
